Temporary import

• What it is

  Bringing a foreign-plated car without customs clearance for a limited period — for non-residents/humanitarian.

• Periods

  Standardly up to 1 year for non-residents; for Ukrainian-resident citizens temporary import is almost impossible.

• Who may drive

  Only the person who imported the car; handing it to others means a fine and confiscation risk.

• Control

  Overstaying = violation: fines escalate; export is mandatory or clear customs.

Foreign plates are legal only for non-residents or in transit mode. A Ukrainian resident on foreign plates risks a fine and confiscation. Humanitarian vehicles for the army have a separate simplified regime.
