What social housing is

Social-purpose housing — from state/municipal stock for low-income families, IDPs, orphans, veterans. Rent below market (often 30–50%).

Social housing queue

Join the queue: application to the local council + income and family documents. Check your queue position yearly — it can be 'lost' technically.

Housing cooperative

Co-op members jointly buy/build housing: share payments 30–70% of cost + installments. Risks: co-op bankruptcy — check the charter and reports.

Affordable housing programs

eOselya (3–7% mortgage for IDPs, military, medics, teachers), local affordability programs, housing for service members. Terms change — see diia.gov.ua.

Social tenancy contract

Contract term is usually 5 years, rent set by the council. Subletting is banned — it voids the contract.

If refused

Refusal of registration or housing allocation can be appealed via administrative claim. Free legal aid — BPD centers in every region.
