Prequalification
Prequalification documents and criteria: experience, finances, personnel, equipment
Documents
What prequalification is
A screening stage before the main bidding — for large/complex procurements: the customer checks qualifications before accepting bids.
Qualification documents
Typical set: financial statements (2–3 years), experience on similar contracts (with acts), equipment/resources, qualified personnel, no debts.
Experience certificates
Completion acts, customer references, contracts — each document must show scope, terms, similarity. References older than 3–5 years may not count.
Financial criteria
Turnover, liquidity, no losses — from recent-year statements. Credit lines and bank guarantees count as resources.
Personnel & equipment
Key specialists: diplomas, experience, employment/civil contracts; equipment: ownership documents or lease for the contract duration.
Prepare ahead
A prequalification package takes months — update acts, references, financials in the library quarterly, not a week before the tender.
Prequalification is a filter that screens out resourceless companies before bidding. For small companies, consortiums are a legal way to meet criteria — check consortium rules in the docs.
