International aid

International humanitarian aid channels: UN, donors, grants — how to get it and how to report

Channels and rules

  • UN clusters

OCHA clusters (shelter, food, protection, logistics) coordinate aid in Ukraine. Registering in a cluster is the first step to donors.

  • UN programs

UNHCR (IDPs/refugees), IOM (migration), UNDP (recovery), UNICEF (children), WFP (food). Each has Ukraine offices and partnership calls.

  • Government donors

USAID/BHA, EU (DG ECHO), Canada Fund, UK FCDO, Polish/Czech/German programs. Calls posted on embassy sites and ReliefWeb.

  • International NGOs

NRC, DRC, IRC, HI, People in Need work directly and via subgrants to local NGOs. Partnering with them is faster than direct donors.

  • Humanitarian cargo

Importing aid: humanitarian cargo declaration, recipient — a registered NGO recognized for humanitarian aid. Only works for goods on the CMU list.

  • Reporting requirements

Budget per donor budget lines, photos/geotags, beneficiary lists (with data protection), financial + narrative reports. Violations = fund return.

  • Anti-fraud

Donors audit and spot-check beneficiaries. Fake lists = multi-year ban plus criminal liability.

International donors work through registered organizations with a reporting track record — 'just registered' has almost no chance. Starting strategy: sub-partnership under a large NGO or UN cluster coordination.
