Plot exchange

Land consolidation — merging scattered shares into blocks. Plot exchange: the value difference is covered by a top-up payment (exchange agreement). Tax-wise an exchange of two plots = two sales — PIT+military levy on each side at market value. Practice: exchanging lease rights (tenant substitution) is cheaper and simpler than exchanging ownership. Re-surveying new boundaries is a separate cost.
