Humanitarian aid docs

Since 2022 humanitarian cargo clears customs without duty/excise/VAT — with correct docs. Since Dec 2023 — electronic system (Automated Humanitarian Aid System). Dual-use items (thermal scopes, drones, radios) need export-control permit. The recipient must be a legal entity (fund/military unit/hospital), not an individual.
