Tender team training

Procurement team training plan: roles, curriculum, practice, KPIs

Plan

Procurement team roles

Minimum: tender specialist (docs), analyst (market/prices), lawyer (contracts/complaints), execution manager. In small companies roles combine.

Base curriculum

Weeks 1–2: law and Prozorro procedures, procurement types, thresholds. Weeks 3–4: bid docs, rejection mistakes. Month 2: contracts, execution, complaints.

Practice on real tenders

Start with small procurements (below thresholds) — real bids without risk; keep a rejection-mistakes journal for learning.

Change monitoring

Legislation changes yearly: subscribe to Ministry of Economy clarifications, training platforms (e.g. Prozorro Academy), lawyer for complex issues.

Templates & library

Template library: bids, contracts, complaints, acts; a qualification-documents database with update dates — half of rejections come from stale documents.

Tender team KPIs

Metrics: win rate (norm 15–30%), average savings vs expected value, % bids rejected on formal grounds (should be <10%), preparation times.

Win rate is naturally low in tenders — don't judge the team by wins alone: the share of rejected bids (document quality) and preparation speed matter.
