Law & animals

Registration & microchipping

In Ukraine dogs must be registered in the Unified Pet Registry (Diia/vet clinic), microchipping when vaccinating or traveling abroad. A pet passport with vaccine marks is the base document.

Walking rules

Leash in public places is mandatory; muzzle — for large and fighting breeds in transport and elevators. Cleaning up — a duty in most cities, fines are real.

Owner liability

A bite — owner's liability (admin code art. 154 + civil damages). A pet is legally property, but cruelty is separately punishable (art. 299 CC). Abandonment is fined.

Neighbors & noise

Barking during quiet hours (22:00–8:00) is grounds for complaints and fines. HOA rules may restrict pets, but a full ban on pets in your own flat is legally shaky.

Renting with a pet

Landlord consent in the contract — in writing. 'No pets' = grounds for termination. The deposit may be higher, but deductions only for real damage.

Stray animals

A found pet isn't automatically yours: search for the owner (chip, lost-pet groups), 30 days is the norm. Shelters and CNVR programs. Cruelty to strays is also a crime.
