Authorities: where to go with land issues
Powers map: Geocadastre, state registrar, municipality, police/DBR, courts — who handles what
Geocadastre (SGC)
Cadastral numbers, extracts, technical docs, public cadastral map, land management. Issues: number assignment, boundary changes, cadastre errors.
State registrar (DRRP)
Registration of ownership, leases, mortgages, arrests. The CSC is only an intake window — the registrar decides.
Municipality
Municipal land: communal plot leases, land auctions, zoning changes within competence, community land disposal.
Obl. administration / RDA
State land transfer, state-land management plan approval, oversight in disputed zones.
DBR / police
Illegal land seizure (criminal article), document forgery, officials exceeding powers — the criminal track.
Court
Land disputes: boundaries, leases, share inheritance, privatization — commercial or administrative court by parties. Challenging official actions — admin court.
Lawyer / notary
Notary: deals, POAs, inheritance. A land-practice lawyer — before the dispute starts, not after the ruling.
Escalation ladder
Written request → complaint to the body head → admin court. Keep copies and delivery marks — without them appeal is impossible.
The main mistake is going to the wrong body: cadastral issues go to the Geocadastre, not the municipality; ownership is registered by the state registrar, not the CSC; land disputes go to court, not the police. The wrong office = lost weeks.
