Utility recalculation

recalculation for temporary absence: grounds, terms, documents, procedure

Utility recalculation

  • Grounds: Temporary absence >30 days (without meters) — water, gas, garbage collection are recalculated.
  • Not recalculated: Heating, rent/HOA, elevator — always charged regardless of absence.
  • Documents: Business trip/treatment/study certificate, travel tickets, IDP certificate — any proof of absence.
  • Procedure: Application to the provider + documents + readings on departure/return dates — within 30 days of return.
  • Meter vs norm: With a meter no recalculation needed — you pay for actual use. Absence matters only for norm-billed flats.
  • Refusal: If refused without grounds — complaint to the provider's head, then NKREKP/municipal commission.
  • Household size: Change in registered residents — grounds for norm recalculation from the change date.
  • Advice: File the application in two copies and get an acceptance stamp — your proof in a dispute.
