Utility benefits
beneficiary categories: disabled, veterans, large families, pensioners — coverage and application
Utility benefits
Categories:
War disabled and combat veterans, Chornobyl victims, large families, children of war, some pensioners — 25–100% discounts.
Coverage:
By category: rent, electricity, gas, water, heating, solid fuel — within norms.
Benefit vs subsidy:
Benefit — by status (discount on the bill); subsidy — by income (non-cash compensation). You can choose the better one.
Area norms:
The benefit works within norms: ~21 m² per person +10.5 m² per family; excess is fully paid.
Application:
Application + category certificate to each provider or via ASC/Pension Fund — one package.
Automation:
Since 2022 most benefits are granted automatically via registries — check your bills.
Loss:
Benefit is removed on status loss, court-ordered debts, or moving — notify providers.
Advice:
With low income, calculate the subsidy: it often beats the benefit and covers more.
