Pensioner Benefits

Transport, medicine, utilities and other age-based benefits — national and local

Benefit categories

Utilities & subsidy

Pensioners get the housing subsidy on preferential terms — lower utility cost share. Apply via PFU/TSNAP.

Transport

Free public transport — only for privileged categories (disabled, Chernobyl, war veterans), NOT all pensioners. Some cities add local benefits.

Medicines

'Affordable Medicines' — free/discounted drugs via e-prescription (diabetes, cardiovascular, asthma). Pensioners are a priority group.

Land tax

Age pensioners are exempt from land tax within norm limits (600 m² homestead + others).

Property tax

Privileged categories exempt within area norms; regular pensioners — per local council decision.

Pension taxation

Pension up to 10 subsistence minimums is untaxed; the excess pays 18% PIT + military levy.

Unpaid leave

Working pensioners — up to 30 extra unpaid leave days per year.

Healthcare

Free NHSU package services + preventive checkups; some regions offer free hospital medicines.

Local benefits

Kyiv, Lviv and other cities run their own programs: free transport 60+, pharmacy discounts, jubilee payments. Check your city council website.

How to apply

  • Most benefits are automatic with pensioner status (subsidy, land tax)
  • 'Affordable Medicines' — e-prescription from your family doctor, program pharmacies
  • Local benefits — apply at TSNAP/social services with pension ID
  • Check Diia — some services are available online
