pension agreements, record totalization, proportional principle
Pension abroad
Totalization: Ukraine has pension agreements: service earned in a member country counts toward pension eligibility.
Agreement countries: Poland, Germany, Czechia, Slovakia, Lithuania, Latvia, Estonia, Bulgaria, Spain, Portugal, Moldova, Georgia, Azerbaijan, Armenia, Kazakhstan, Mongolia — each has its own terms.
Proportional principle: Each country pays pension only for its own service record — Ukrainian record is paid by PFU, Polish by ZUS.
Documents: Work book, service certificates, contribution certificates, application via PFU or the foreign authority.
Pension from Poland: Polish service before 1999 counts; ZUS contributions give rights to a Polish pension at 60/65.
Payment abroad: Pension can be received abroad — bank transfer, annual confirmation required.
Where to apply: PFU → pension provision department; for foreign pension — the institution of the work country.
Important: If service is not counted — a written refusal can be appealed; records since 2000 are in PFU's electronic register.
