R (thermal resistance) norm for Ukraine is ~3.3 m²·K/W for walls (DBN V.2.6-31). Material prices are approximate, labor adds 400–800 UAH/m². 400mm aerated block without insulation misses the norm in most regions — needs insulation or 500mm. Speed: frame > block > brick.
