Elevator & intercom
How they're charged
Elevator and intercom — inside the rent bill or as separate lines. Charged per flat or per person depending on the HOA decision/contract. Common-area lighting (stairs, basement) is part of building maintenance.
Elevator
Elevator servicing — licensed contractor, monthly maintenance. Cost inside the HOA/housing-office tariff. Legally the ground floor pays too (shared property), though the HOA may exempt it.
Intercom
Intercom subscription — contract with the installer or HOA. Keys — one-off charge for extras. Non-payment → intercom can be cut for debt (the elevator can't).
Common-area lighting
Stair/basement lamps — inside the maintenance tariff. Motion sensors save 30–50%. If a separate 'lighting' line duplicates the tariff — ask the HOA for the calculation.
Disputed charges
Compare the general-meeting decision with the bill. Ask the HOA for the tariff calculation: salaries, elevator, intercom, cleaning, garbage. An inflated tariff → NKREKP complaint.
Your actions
Keep receipts. Check meeting minutes — tariffs must be approved. For charges without a meeting decision — a written request. An intercom without your contract — you're not obliged to pay.
