Steps

1.SHUT OFF water (main valve); riser via utility if needed2.Cut power to the zone (panel) if water is near wiring/outlets3.Photos/video BEFORE cleanup: source, damage, date4.Remove water, lift rugs/electronics from the wet zone5.Notify downstairs neighbors and utility/HOA (in writing!)6.Flooding act from the utility — within 3 days7.Locate the source: your piping / riser / upstairs neighbors8.Evidence for insurance/lawsuit: acts, receipts, photos

The first 10 minutes decide the damage size. Order: water → power → photos → cleanup. Who pays: your piping after the main valve — you; the riser/slabs — the utility/HOA; the upstairs neighbor — them (prove the source with an act). Written notice to the utility fixes the time — without it the act may be 'forgotten'.
