E-petitions

How to file a petition and how many signatures are needed

Steps

  1. 1

    Choose the addressee

Petitions go to the President, Parliament, Cabinet or local councils — each has its own portal and vote threshold.

  2. 2

    Formulate the demand

One petition = one demand, specific and within the addressee's competence. Bills are separate.

  3. 3

    Collect signatures

President — 25,000 in 90 days; Parliament — per rules; local — hundreds to thousands by city.

  4. 4

    Moderation and answer

Moderation 1–5 working days; after threshold the addressee must review and answer publicly.

A petition ≠ an appeal: individual matters (debts, neighbors, utilities) go through citizens' appeals — 30 days for a statutory answer. The presidential threshold is 25k; mass petitions gain signatures via media and social networks, not the portal itself.
